The Government of B.C. has eliminated the consumer carbon tax

FortisBC customers will see lower gas bills following the provincial government’s elimination of the consumer carbon tax as of April 1, 2025.

FortisBC is removing the consumer carbon tax on natural gas, Renewable Natural Gas1 (RNG) and propane from customers’ bills for gas consumed on or after April 1. With the consumer carbon tax ending, the biomethane credit—which offsets the carbon tax charged on RNG—will also end.

For the average FortisBC residential gas customer using about 7.5 gigajoules (GJ) of gas per month, this represents a savings of just over 23 per cent, or approximately $29.89 on their monthly bill, compared with rates as of March 31, 2025. Individual bills will vary based on use.

FortisBC is removing the B.C. carbon tax from customers’ bills starting April 1, 2025, following the Government of British Columbia passing new legislation to eliminate the provincial consumer carbon tax for gas consumed on or after April 1.

For the average FortisBC residential gas customer using about 7.5 GJ of gas per month, this represents a savings of just over 23 per cent, or approximately $29.89 on their monthly bill, compared with rates as of March 31, 2025. Individual bills will vary based on use.

FortisBC remains committed to working towards B.C.’s climate action goals and to taking action to help reduce overall emissions as we continue to provide safe, reliable and affordable energy.

You are billed for your gas use for the previous month, so bills received in April would include charges for gas use in March, including the carbon tax for only the gas consumed prior to April 1. The carbon tax is in effect until March 31, 2025, and you will be charged for any gas used on or before March 31, 2025. 

The B.C. consumer carbon tax is set by the provincial government and collected by FortisBC on their behalf. FortisBC does not gain any revenue from these charges.

Compared with rates as of March 31, 2025, for the average small commercial customer using about 27 GJ/month, removing the carbon tax represents a savings of approximately $106.42 on their monthly bill.

For the average large commercial customer using about 310 GJ/month, removing the carbon tax represents a savings of approximately $1,234.47 on their monthly bill.

We have applied to the British Columbia Utilities Commission to remove the carbon tax from the voluntary RNG program.2 If approved, voluntary RNG program customers will see their rate decrease from $13.22 per GJ to $9.23 per GJ, effective April 1, 2025. Any carbon tax paid after on or after April 1 will be returned through a credit on an upcoming bill.

1Renewable Natural Gas (also called RNG or biomethane) is produced in a different manner than conventional natural gas. It is derived from biogas, which is produced from decomposing organic waste from landfills, agricultural waste and wastewater from treatment facilities. The biogas is captured and cleaned to create RNG. When RNG is added to North America’s natural gas system, it mixes with conventional natural gas. This means we’re unable to direct RNG to a specific customer. But the more RNG is added to the gas system, the less conventional natural gas is needed, thereby reducing the use of fossil fuels and overall greenhouse gas emissions.
