Dual fuel heating system rebate - income qualified
Our dual fuel heating system rebate helps lower the cost of installing a new electric heat pump with a new high-efficiency gas furnace.1 To qualify for a rebate, the system must be installed with a connected thermostat that switches to gas heating at a specific temperature setting. When you install a qualifying dual fuel system, you’ll have access to a reliable and efficient heating system to keep your home warm and comfortable, even on the coldest days—while also benefitting from cooling on hot days, and a system that can be more than 100 per cent efficient under certain conditions.
We’re offering this rebate for customers who want a higher-efficiency heating and cooling system that can replace their aging gas furnace, helping to reduce their energy use and associated greenhouse gas emissions.
Program eligibility
- You must be a residential FortisBC gas customer with only one active residential gas account2, upgrading the heating system at your primary residence.
- Your combined annual household income (from all sources) must be below the maximum shown for your household size. Proof of income is required.

- Your home must be at least 10 years old, no larger than 3,500 square feet and be one of the following: single-family, duplex, triplex, row home, townhouse or manufactured/mobile home on a permanent foundation.
- Applications must be submitted within one year of the invoice date. Only one rebate per home, rebate cannot exceed the paid cost on the invoice.
- Invoices must be dated on or after July 1, 2024.
- It must be replacing an existing gas furnace that serves as the primary3 space heating system for the home, and is at least 10 years old. Replacement of existing dual fuel system is not eligible.
- It must be a new central ducted air source heat pump integrated with a new compatible high-efficiency gas furnace.
- It must be installed by a Technical Safety BC licenced gas contractor registered with the Home Performance Contractor Network.
- The heat pump must be listed as an eligible system on the rebate eligible product list. Qualifying systems must have an AHRI certified reference number that references the outdoor unit and the indoor unit(s) of the heat pump, and the furnace model number.
- It must have the thermostat, outdoor temperature switch-over control or equipment control board set to the following region-specific temperatures for the duration of the product lifetime:
- Lower Mainland and Vancouver Island regions: 5 °C or lower
- Southern Interior and northern B.C. regions: 2 °C or lower
- It must be sized to ensure the heat pump component has the capacity to meet the home’s heat demand at or below the region-specific outdoor set-point (i.e. the application balance point must be lower than the region-specific outdoor thermostat set-point), and must be sized to function as the primary heating system of the home, serving the main living area (e.g. family room, living room, or open-concept kitchen-living room).
- A program-approved heat load calculation is required to properly size the system. Rule of thumb equipment sizing will not be accepted.
- It must be installed in accordance with the Heat Pump Best Practices Installation Guide for Existing Homes and the High-Efficiency Furnace Installation Guide for Existing Houses.
- The connected thermostat must be installed by a licensed contractor at the same time as the new eligible dual fuel system.
- Warranty replacements and insurance claims are not eligible.

How to apply
- If you wish, request a pre-qualification code. This will help the contractor installing your system know what rebates you're eligible for.
- Review the terms and conditions.
- Apply online within one year of the invoice date along with the following information:
- your FortisBC natural gas account number
- your email
- your proof of income
- copy of the heat load calculation and the commissioning sheet (provided by your contractor)
- a copy of your paid invoice showing the details of all work (see sample invoice) performed including:
- purchase date
- make and model number
- installation permit number
- the heating contractor’s Technical Safety BC licence number
- photos of the two pipe vent system (upon request)
How do I show proof of income?
Submit a copy of one of the following for each member of your household over 18 years of age:
- Notice of Assessment (NOA): submit a copy of your NOA from the Canada Revenue Agency for a current income tax return. Black out all information except for your name, address, effective date and income (line 15000 on NOA).
- Social Assistance: submit your monthly cheque stub, or a printed copy of your Confirmation of Assistance if registered for My Self Serve.
- Shelter Aid for Elderly Renters (SAFER): submit either your SAFER cheque stub, acknowledgment letter or benefit change letter from BC Housing.
- Rental Assistance Program: submit your Rental Assistance Program acknowledgment or benefit change letter from BC Housing.
- National Child Benefit Supplement: submit your benefit notice from Canada Revenue Agency.
- Other income: if applicable, provide documentation of foreign, rental and/or other income.
- Guaranteed Income Supplement (GIS): submit your GIS notice.
How to get your Notice of Assessment
- The NOA is the document Canada Revenue Agency sends you after filing your tax return. If you have your most current NOA, send us a copy with your application.
- If you do not have your NOA, use Canada Revenue Agency’s My Account service to view and print a copy of your information.
- You can also call them to request your NOA at 1-800-959-8281. Agents are available Monday-Friday, 9 a.m. to 5 p.m.
