Make your home more comfortable, safe and energy efficient with free advice, free installation of energy-saving products and free upgrades—for income-qualified customers—as part of our Energy Conservation Assistance Program (ECAP).

Program update: air conditioning offer

The Government of B.C. is funding a limited number of air conditioners (AC) for eligible low-income households.

Eligible customers who applied to the Energy Conservation Assistance Program (ECAP) prior to September 9, 2024 will be automatically considered for this program.

As of September 9, 2024, customers who apply to ECAP and include a recommendation letter from their regional health authority's Home Care Program will be considered.

Details about the Energy Conservation Assistance Program

You’ll work with an energy coach who will review your home’s energy use, show you some simple ways to improve its energy efficiency and identify potential upgrades to be installed.

Then, you’ll receive energy-saving products, such as:

  • LED light bulbs
  • kitchen and bathroom faucet aerators
  • water-efficient showerheads
  • exterior door weatherstripping
  • clothes drying rack or clothesline

Carbon monoxide alarms may be installed as a safety upgrade in homes with fuel-burning appliances. Some homes may qualify for an ENERGY STAR® certified refrigerator, insulation, or an electric heat pump1. Every home is different, and your energy coach will help determine which upgrades your home is eligible for. Additional visits may be needed to install some equipment.

Your energy coach will show you other ways to save and how to get the most from your new upgrades, so you can keep saving energy long after they’re installed.

Eligibility

  • You must have a residential electricity account with one of the following utilities:
    • BC Hydro, FortisBC, New Westminster, Grand Forks, Summerland, Penticton or Nelson Hydro
  • You must live in a detached house, duplex, townhouse or manufactured/mobile home.

How to apply 

FortisBC and BC Hydro work together to offer the Energy Conservation Assistance Program, so apply to your electricity provider:

  1. Complete and sign the Energy Conservation Assistance Program application form.
  2. If you rent your home, remember to provide the Landlord Consent Form.
  3. Include proof of income for every member of the household 18 years or older. Please black out all information except for your name, address, effective date and income (Line 15000 on a Notice of Assessment).
  4. Email or mail your completed application form to:

How do I show proof of income? 

If requested, submit a copy of one of the following for each member of your household over 18 years of age. Black out all information except for your name, address, effective date and income (Line 15000 on a Notice of Assessment).

  • Notice of Assessment (NOA): submit a copy of your NOA from the Canada Revenue Agency for a current income tax return. To get a copy, log in to your Canada Revenue Agency account or MyCRA app or call 1-800-959-8281.
  • Social Assistance: submit your monthly cheque stub, or a printed copy of your Confirmation of Assistance if registered for My Self Serve.
  • Shelter Aid for Elderly Renters (SAFER): submit either your SAFER cheque stub, acknowledgment letter or benefit change letter from BC Housing.
  • Rental Assistance Program: submit your Rental Assistance Program acknowledgment or benefit change letter from BC Housing.
  • National Child Benefit Supplement: submit your benefit notice from Canada Revenue Agency.
  • Guaranteed Income Supplement (GIS): submit your GIS notice.

Energy conservation help for non-profit housing providers

Non-profit, co-op or Indigenous housing organizations can have this program delivered to multiple units in a complex. Program representatives will guide you through the application process and work with you to coordinate the program with your residents, including help setting up appointment schedules. 1Products installed depend on the individual characteristics of the home and other program criteria. Only FortisBC gas heated, FortisBC electrically heated or BC Hydro electrically heated single family homes, manufactured/mobile homes, townhouses and duplexes are eligible for insulation upgrades. Only BC Hydro electrically heated, manufactured/mobile homes, located in climate zones 4 and 5 (view the climate zone map) are eligible for electric heat pump upgrades. Other program criteria apply. Apartment units and homes with other heating fuel types are not eligible for insulation, or heat pumps. Offer subject to change.
